Electronic Distribution of VTR Information to Texas Counties

The purpose of this Listserv is to provide guidance on customer requests to title Federal Emergency Management Agency (FEMA) trailers as park model trailers with a US Government Form 97, “Certificate to Obtain Title to a Vehicle.” TxDMV will not title these trailers as they exceed the 400 square foot maximum allowed for a park model trailer and do not meet any other legal Texas vehicle definitions.
TxDMV worked closely with the Governor’s Office, FEMA, Texas Department of Public Safety Emergency Management Office, Texas Department of Housing and Community Affairs (TDHCA), and the Texas Human Services Commission, to discuss and resolve the challenge of appropriately documenting ownership of these units. The conclusion is that the trailers are neither vehicles nor manufactured housing and are more similar to other temporary units not subject to vehicle or building code requirements.
Please find attached a brochure developed by TDHCA related to regulated and unregulated mobile housing units. In the portion of the brochure entitled UNREGULATED - Mobile Housing, possible options for disposition of these units are addressed.
