[Vtr-tac] Specialty License Plate Replacement Fees

Please review and distribute as appropriate.
Although plate replacement fees have not changed, there may be some
confusion regarding the replacement fees for specialty license plates. 
The following is a refresher: 
• A $5 fee is charged if the specialty license plate is lost, stolen,
or mutilated (the County Tax Assessor-Collectors may request that any
remaining plates be returned to their office)
• A $30 fee is charged if the customer requests that the plates be
remade for cosmetic reasons or requests that a symbol be added  (no
change to the license plate pattern)
Customer Service Note for Stolen Specialty License Plates:  The county
tax assessor-collector will not approve the issuance of replacement
license plates with the same specialty license plate number when the
department's records indicate that the vehicle displaying the specialty
license plates was stolen, or the specialty license plates themselves
were reported as stolen. 
• If the customer insists on replacing the specialty license plate with
the same number, the customer must contact Special Registration Branch
in order for the replacement plates to be re-manufactured.  The customer
will be advised that this could create an issue with law enforcement.  
• If the customer waits until recovery of the stolen vehicle or license
plates, the department will issue, at the customer's request,
replacement license plates with the same specialty license plate number
as was stolen.
