[Vtr-tac] Quarterly Update to the Motor Vehicle Title Manual

The latest quarterly update to the Motor Vehicle Title Manual (attached) is now available on RTS workstations and at:

Updates for this release are marked with red change bars in the text. 

The following is a brief summary of chapters updated in the October 2009 revision:

Incorporated changes to statute by the 81st legislature throughout.

Updated multiple chapters to include the new Recreational Off-Highway Vehicle (ROV) vehicle type.

Chapter 3 - Fees 
Updated fees under the heading Collection and Disposition of Title Application Fees revised the TERP expiration date to August 31, 2019.

Chapter 6 - Application and Issuance of Certificate of Title
Under the heading Social Security Number of Title Applicant added a note stating that SSNs are no longer required when applying for title and removed procedures from various parts of the chapter.

Chapter 12 - Liens
Fees updated under the heading Restitution Liens. 
Under Landowner's Lien updated information. 
Corrected verbiage under the Electronic Lien Title (ELT) section. 

Chapter 13 - Vehicle Identification Numbers
Under the heading Assignment of Identification Number by Department added a county or municipal law enforcement agency may now impose a $40 fee for VIN inspections. Also updated and reorganized the Reassigned Vehicle Identification Number section. 

Chapter 14 - Vehicle Types
Under the heading Golf Carts and Other Miniature Type Vehicles golf carts can no longer be titled or registered.
Under the heading All-Terrain Vehicle (ATV), Recreational Off-Highway Vehicles (ROVs) are now defined.

Chapter 15 - Odometers
Under the heading Odometer Discrepancies buyers now need to acknowledge a statement of fact.

Chapter 16 - Operation of Law 
Under the heading Judgments and Decrees a certified copy of a divorce decree is acceptable with a judge*s electronic signature. 

Chapter 22 - Abandoned Vehicles
Added a new section titled Vehicle Abandoned in Coastal Waters.

Chapter 23 - Foreclosure of Miscellaneous Liens
Under the heading Mechanics* Lien Procedures added new information for franchise and non-franchise dealers.

Chapter 24 - Certified Copies
Under the heading Deceased Owners added information about who should sign the Form VTR-34 if a vehicle is sold.

Chapter 26 - Salvage and Non Repairable
Under the heading Requirement for Salvage or Non Repairable Vehicle Titles 
there are now updated procedures for low emission vehicles. 

Chapter 27 - Rebuilt Salvage
Added information under the heading Who Must Apply dealing with when a Form 97 (US Government Title) shows a "salvage* remark.
