[Vtr-tac] Introduction to New e-Tag Features

Please review the attached new e-Tag enhancement notes and distribute as appropriate.

New functions and updates to the e-Tag application include:
Registration Invalid remark-Buyers* Tag - vehicles marked Registration Invalid now display 00/00 for the registration month and year.

Creating new user accounts - new user accounts now list the dealer license number.

Creating new user accounts - new user accounts now list users last and first names in various screens.

Statewide distribution of the e-Tag application deploys on November 24, 2009.
