Please review the following information and distribute as appropriate.

The latest quarterly update to the Motor Vehicle Title Manual is now
available on RTS workstations and at: 

http://www.txdot.gov/txdot_library/publications/citizen/drivers_vehicles/titles_registration.htm


The January 2009 update includes a new look and feel for this document.
Changes to layout and functionality are intended to increase the
usability of the document. Changes include:

* Enhanced readability with information easier to find.
* The outline numbering of all text paragraphs has been dropped.
* Extensive headings have been added and are tracked in the Table of
Contents.
* There is a detailed Index at the end of the document.
* All Content and Index entries are now hot linked to the chapter
content.
* Full expandable pdf bookmarks are available.

Updates for this and the November 2008 revisions are marked with red
change bars in the text.

The following is a brief summary of chapters updated in the January
2008 revision:

Chapter 8 - Refusal/Denial of Title
Under Bonded Title, information regarding values and appraisals for
vehicles was updated.

Chapter 10 - Evidence of Ownership
Under Title Receipt Required on first Sale, procedures for handling
multiple manufacturers on a single MCO were added.

Chapter 14 - Vehicle Types
Moped definition information was added.

The following is a brief summary of chapters updated in the November
2008 revision:

Chapter 6 - Application and Issuance of Certificate of Title
Title Package assembly procedures were added to the end of the
chapter.

Chapter 7 - Corrections
Under Commercial Vehicles, permanent conversion of a truck into a
tractor requires a corrected title. In the same section a new subsection
was added regarding trucks converted into passenger vehicles.
 
Chapter 8 - Refusal/Denial of Title
Under Bonded Title, additional information regarding vehicle valuation
and power of attorney were added.

Chapter 9 - Transfer of Ownership
Changes to the following code regarding transfer of ownership were
added:
520.032 Transfer Fee; Late Fee
520.023 Powers and Duties of Department on Transfer of Used Vehicle

Chapter 11 - Signature-Authority to Sign
Under Powers of Attorney, clarified department procedures on returning
original documents to individuals were added.

Chapter 13 - Vehicle Identification Numbers
Additional information regarding motorcycle number location was added.

Chapter 14 - Vehicle Types
Under Trailer/Semitrailer, clarified semitrailers must have a weight
certificate to receive a Texas title. Under All-Terrain Vehicle
corrected ATV definition. 

Chapter 15 - Odometer
Under Odometer Disclosure Statement, additional information regarding
buyer*s signatures on exempt vehicle transactions was added. Vehicles
exempt from the odometer disclosure requirements were also defined

Chapter 16 - Operation of Law
In various sections the Affidavit of Heirship, Form VTR-262 is now
termed an Affidavit of Heirship for a Motor Vehicle.
