This is to inform you of the provisions of several bills enacted by the 81st Legislative session that affect disabled veterans and owners of certain military meritorious service specialty plates.

HB 3593 -

This bill allows disabled veterans the option of obtaining one set of General Issue license plates instead of a set of Disabled Veteran specialty license plates.  Eligible veterans will pay $3 for the General Issue license plates and no registration for the first set of license plates.

Programming to accommodate for issuance of General Issue plates for the same fee as the first set of Disabled Veteran (DV) plates is anticipated in an upcoming RTS Release that is tentatively scheduled for October 2009.  

Until RTS programming is complete, the Special Registration Branch (SRB) will work with your office to accommodate a request and issuance of General Issue plates for an eligible disabled veteran.  Contact SRB at (512) 374-5010 (option 2) for any of the following scenarios:
*	A new request for General Issue plates by an eligible disabled veteran
*	Exchange of DV Plates for General Issue plates at time of registration renewal
*	Exchange of DV Plates for General Issue plates outside the renewal window
*	New vehicle purchase (when the eligible veteran opts to substitute General Issue plates for DV plates at time of title transfer)

Eligible veterans will need to complete Form VTR-615, Application for Disabled Veteran License Plates and Parking Placards, which is currently being revised with a checkbox option for General Issue plates.

HB 965 -

This bill changed the two vehicle limit and allows eligible disabled veterans to obtain DV plates for each qualifying motor vehicle (passenger car, truck [two tons or less], or motorcycle) that they own or lease.  Qualified applicants will also be eligible to receive a parking placard for each set of DV plates that are issued.  Form VTR-615, Application for Disabled Veteran License Plates and Parking Placards, and the *Basic Facts for Persons with Disabilities* brochure are being revised to
reflect these changes.

HB 618 -

This bill expands the list of *military honors* license plates for meritorious service that are eligible for exemptions from payment of certain parking fees, similar to exemptions currently provided to owners of DV plates.  HB 618 adds the following military specialty plates, effective September 1, 2009:
*	Air Force Cross
*	Army Distinguished Service Cross
*	Navy Cross
*	Distinguished Flying Cross
*	Legion of Merit, and
*	Legion of Valor

No action is required by your office other than customer service awareness.
