House Bill 3599 and Senate Bill 129 are identical in their amendment of Section 521.001(a), Transportation Code and are effective September 1, 2009. This amendment more broadly defines three-wheeled to include a three-wheeled passenger vehicle that has a completely enclosed passenger compartment and:
- a steering wheel,
- a seat belt for each vehicle occupant
- a windshield and one or more windshield wipers
Although such three-wheeled enclosed vehicles should be considered motorcycles for titling and registration purposes, for driver*s license purposes they do not require a motorcycle endorsement to operate.
